Aeroflot Airlines, Siberia (S7), and Transaero Airlines can be used to get in to the region. You should fly to Petropavlovsk-Kamchatsky. A return flight from Moscow costs $500-$700 with taxes and takes 9 hours. Sometimes local airlines have promo prices during winter, and Siberia (S7) is especially nice to boarders, offering discounts and not charging for overweight.
