Flying
There are daily flights from Moscow to Irkutsk with Aeroflot of Sibir Airlines, which take about 5 hours and cost from $250 return (lowest prices for students). Baikalsk is a 3-hour train ride from Irkutsk.
By bus/coach
Local buses and mini-buses depart to Baikalsk both from Irkutsk (150 km) or Ulan-Ude (300 km) and cost about $10-$20 one way.
By train
This is the most accessible resort in Russia (if you forget that it's located in the middle of Siberia), because the mountain is just a few minutes walk from the Trans-Siberian railway (Baikalsk), so you don't need to wander around or take numerous local buses. The train journey from Moscow to Baikalsk (along the Trans-Siberian) takes about 3 days and costs $100 to $200 one way. Major trains (like Moscow - Vladivostok or Moscow - Beijing) don't stop in Baikalsk, but if you change to a local service in Irkutsk or Slyudyanka, you'll get there very quickly. A train from Irkutsk takes about 3 hours and costs $5, from Slyudyanka it will be 1 hour and $3.
By car
Baikalsk is located on the major federal motorway between Irkutsk and Ulan-Ude. The road is quite good and there's many petrol stations along the way. It's about 150 km from Irkutsk and 300 km from Ulan-Ude.
